All-China Environment Federation's INC-5 Series of Events Successfully Concluded

    On the early morning of December 2nd, the fifth session of the Intergovernmental Negotiating Committee (INC-5), initiated by the United Nations Environment Programme and aimed at "Ending Plastic Pollution: Towards a Legally Binding International Instrument," concluded. Although the negotiations did not complete as scheduled by the end of 2024 during the fifth session of the United Nations Environment Assembly, the consensus text formed during this meeting laid the foundation for subsequent global plastic pollution governance. Representatives from 170 countries and 440 organizations, totaling more than 3,300 participants, witnessed the entire process of forming consensus around the "President's Text" in the negotiations.
     
    The All-China Environment Federation (ACEF) followed the negotiation process at the venue and organized multiple events, systematically showcasing the experiences and cutting-edge practices of China's civil society in plastic pollution governance. Below is a summary of the related activities:
     
    On the afternoon of November 24th, 2024, the ACEF, SEE Foundation, Shenzhen Zero Waste , Green Recycled Plastic Supply Chain Joint Working Group (GRPG), and World Wildlife Fund (WWF) Beijing Office co-hosted the side event "United Action: Chinese NGOs Jointly Addressing Global Plastic Pollution" at the Westin Hotel in Busan. The Deputy Head of the Chinese Delegation to INC-5 and Deputy Director of the Department of Solid Waste and Chemicals, Ministry of Ecology and Environment, Wen Xuefeng, delivered the opening remarks. Representatives from China's industry, academia, and social organizations discussed in-depth with international counterparts, sharing cutting-edge experiences and innovative practices in plastic pollution governance. The event aimed to gather the strength of various stakeholders from China and abroad to inject innovative ideas and solutions into global plastic pollution governance and facilitate substantial progress in the negotiation process of the international instrument.

    On the second day of the INC-5 negotiations, the ACEF, in collaboration with the SEE Foundation, Shenzhen Zero Waste, and other Chinese civil organizations, organized a side event on the theme "Local Actions, Global Impact: Chinese NGOs' Solutions and Experiences in Addressing Plastic Pollution" in the official side event room of INC-5. They shared case studies and showcased initiatives related to the INC-5 joint initiative of Chinese civil organizations, public advocacy, e-commerce detoxification, new plastic pollution, and essential elements of the plastic convention, engaging in dialogue and exchange with international guests through a Q&A session.
     
    On the 27th, the ACEF, GRPG, Foreign Economic Cooperation Office of the Ministry of Ecology and Environment (FECO), and Tsinghua Suzhou Institute of Environmental Innovation co-hosted the official INC-5 side event "Shaping the Future of Plastic Value Chains: Industrial and Commercial Circular Pathways." Representatives from China's National Development and Reform Commission, Ministry of Industry and Information Technology, and Ministry of Ecology and Environment, along with global industry, academia, and international organizations, discussed innovative solutions for plastic pollution governance, especially sustainable and feasible circular pathways in industry and commerce. The event systematically showcased the practices and achievements of China's plastic industry chain in pollution prevention and control and the circular economy, contributing Chinese wisdom to the negotiations on the plastic convention.

    During the conference, the ACEF, in partnership with the SEE Foundation, Shenzhen Zero Waste, and GRPG, launched the INC-5 Plastic Pollution Governance Action Initiative at the venue. The initiative, centered around a convention content that is "ambitious yet pragmatic and balanced," basic research and data tracking, and the elimination and restriction of problematic plastic products, formed seven倡议 items. These were displayed for a week on the second floor of the negotiation venue, with representatives from various countries' negotiation teams and civil organizations participating in on-site interactions and co-signing the initiative.

    Representatives of the federation also continuously followed the INC-5 negotiation process, discussing and analyzing key negotiation issues such as plastic products, sustainable production, and financial mechanisms with representatives from the United States, Argentina, Switzerland, Kenya, Bangladesh, and other regional and national representatives. They offered suggestions, viewpoints, and shared China's experiences in plastic pollution governance, assisting the convention negotiation process from the perspective of civil organizations. The related content received attention from institutions and media such as the International Institute for Sustainable Development (IISD) and Associated Press. By the closing of the conference, the activities hosted by the federation were reported by more than 40 well-known media outlets.
